Seven rank scales, Officer through Major, with 2.5% steps and 10 to 18 steps per rank, implemented FY 2023 with placement increases of 8 to 10%, described by the 2024 study as averaging 16.2% progression between ranks and 39.7% total width. Officer runs steps 1 through 10, $66,836 to $83,469 on the published FY 24-25 scale. A step plan is the right instrument for sworn pay; the questions are whether its entry point recruits, whether its slope retains, and whether rank differentials still reward promotion once specialty pays stack on top. The RFP asks for best-practice recommendations on lateral bonuses, education and certification pay, FTO and specialty stipends, and shift differentials.
